Use vault transit backend

sdl should store encrypted secrets in other storages like s3, rather than using vaults generic secret backend (the generic secret backend might impose size limitations and is not designed to store whole files).

sdl should use vault's transit backend to encrypt secrets on the fly and store them on other storages.
