I'm not sure whether we need to go through this extra bureaucratic effort. You can count the number of active contributors on two hands. Such bureaucratic hurdles could put off new potential contributors. In addition, everyone must be aware that if they make their intellectual property available to a project under GPLv2, their intellectual property will be treated in accordance with GPLv2.
