Describe the change

The latest update of Tails includes changes to the Tails Installer that allows you to copy the Persistent Volume while cloning the current Tails drive.

For operations where we want to copy the entire Persistent Volume, we should prefer this option over the previous rsync-based methods (and update the documentation accordingly).
