UX: Expose Harvard scans in the public interface

Once we've completed #4259, we will need to actually provide access to the scans in the front end. We have buttons there already to download scans, so maybe that's the integration point.

We're also doing a re-design of the site, so perhaps it's best to think through this later, in the context of that project.
