Should NOTICE be ignored by default? #124

Section 4 "Redistribution" clause d of the Apache License (Apache-2.0) describes a NOTICE file, or rather rules that any derivative work needs to follow if it is present. It is fairly important for some research institutes because the public funding authority usually wants to be acknowledged somewhere and that's the most obvious and sane spot to put it. If you choose to license your work under Apache-2.0 that is.

IIUC you probably don't want to subject this file in particular to Apache-2.0 but just leave it be. While you can explicitly declare it CC0 in a REUSE.toml (because it should not contain a license header), I feel it is special enough that it warrants inclusion in the list of ignored files.
