[WIP] Image file format support

My wishlist of image formats that are heavily used in life sciences and should be supported by Galaxy:

• DICOM Add DICOM, NDPI, document Hamamastu format #18895
• NIfTI Add nifti1 and nifti2 datatype #11020
• ome-tiff Make Avivator GEDA and sniffer for ome.tiff datatype #11801
• TIFF(pyramidal tiled TIFF, BigTIFF) with endings .svs, .tif, ...
• Bioformats https://docs.openmicroscopy.org/bio-formats/5.9.2/supported-formats.html

Can't we just check for most of them by file signature like https://en.wikipedia.org/wiki/List_of_file_signatures

i've opened #18895 but it will be a while before it's in. I asked in the imaging channel a while back but no one seemed to be using DICOM (just my hospital then?). If anyone else is using dicom i'd be interested to hear it, I'm a bit worried about tools to convert to/from DICOM (due to the metadata issue.)
