Improve the PropertyList control

• From the user's perspective, the PropertyList control should have the filter drawn on the first line instead of the last one
• Remove the button and add a SAVE API callback so those which use it could add their own button
  • Add a callback which would tell if the SAVE button should be available
  • Add a callback which would make available the save functionality
