How to ping Ip addressses and How do I refresh after making config.yml changes?

I want to add the IP addresses of each of the routers on my traceroute list to the pingtest list.
I infer that they can be added through entires like:

• http://72.253.10.1/;Hawaiian Telcom gateway
  Is that so?
  And once I make such a change, how do I restart short of rebooting the Pi?
