When I try to obtain the list of harvestable resources from PDN it fails if the harvestable resource already exists.
And when it fails the harvester is left in a "non ready" state.

I did find some inconsistencies with resetting the harvester's status after a session is done, which I addressed in the GeoNode issue reported above (PR here: GeoNode/geonode#8457).
However, as for this issue, I am not able to replicate. I seem to be able to refresh harvestable resources from PDN at any time, regardless of them having been previously already harvested or not. I have tested this with resources of type latest-alert, which seems to be what you are using by looking at the posted screenshot.
Could it perhaps also be related to the fact that you are not using celery on your local machine? Are you able to reproduce this on the NEXUS staging server?
If so, I think I will need a more detailed description, in order to be able to replicate the issue
