Only install scheduled task if it makes sense

Currently the application will install a scheduled task at the same time it installs the application in AppData. However, the scheduled task only makes sense when a profile is installed that can be renewed.

• The scheduled task should not be installed when it is not needed
• The scheduled task should not trigger before it is expected to do anything (refresh)
• Frequency of trigger should be sensible in relation to certificate lifetime (hourly for short lived certificates, daily or weekly for long lived certificates)
