Add project setting to opt out of creating Releases on demand for incoming Events

Per default, new Releases are automatically created on demand for incoming Events.

The proposal is to be able to opt out of this via the project settings. This covers option 3.1 outlined in getsentry/team-mobile#138
This aims to mitigate some of the problems brought up in below issues.

We'd also need to add support for creating/announcing releases to various build tools where it's missing (e.g. gradle plugin)
