whisper-server timestamps wrong #2715

when running whisper-server the timestamps are wrong in vtt and srt format, running whisper-cli returns the correct timestamps
this is when running on cpu only amd64 linux build

examples :

server result with srt :

1
00:-16:-47,-300 --> 00:00:30,000
 And so my fellow Americans, ask not what your country can do for you, ask what you can do for your country.

server result with vtt :

WEBVTT

00:-16:-47.-300 --> 00:00:30.000
 And so my fellow Americans, ask not what your country can do for you, ask what you can do for your country.

whisper-cli result :

[00:00:00.300 --> 00:00:09.000]   And so, my fellow Americans, ask not what your country can do for you, ask what you
[00:00:09.000 --> 00:00:11.000]   can do for your country.

i don't know what commit fixed it but as of 7ffcd05 , the issue is fixed

there still is a difference between the cli output and the server srt output :

server srt:

00:00:00,000 --> 00:00:03,000
 And so my fellow Americans,

cli srt output :
