[BUG] Cable network pulls more FE than it needs

MC Version: 1.21.1
Version: 0.0.1

When distributing FE via cable network it pull more FE than it needs to distribute by at least one tick. 

Example:

Battery has 500K capacity, Machine requires 100K FE, but total pull FE from battery is 150K FE. 
The remaining 50K FE stays in cable network internal buffer.
