Add option in configuration file to disable GitHub MCP server

My codebase is on GitHubEnterpise server, so MCP server connecting to Github.com is not useful for me. And it might colide with MCP server connecting to my GHE.

Proposed solution

Add option to config file to disable default GH MCP Server.

Just a heads up you can currently do copilot --disable-mcp-server github-mcp-server, but yeh we should definitely get this into the config.
