Thinking about it the custom css should also be loaded per tenant so that once a user is identified the styling of that tenant applies from that point on. Again with the default tenant holding the the css that would apply for any tenant that does not have an overide. This is how other SSO providers work where once a user is identified customisations from their tenant are loaded. |

Currently, the background can be set on a per-flow basis to me seems like it would be something used in very specific scenarios if you want to rebrand having to change every flow makes it tiresome.
Would it not make more sense to have the background set per tenant with the default tenant background used for screens where the user is not identified? The flow background can then override this as required and it would save users from having to pass in backgrounds via mounts etc. to override the build-in files.
