Add disable flag to apis

Currently APIs are always considered active. Add a flag to disable them. This may be because the CC is unplugged/offline for a while, or through discovery when APIs should probably be disabled by default when defined.

Doesn't seem to be an easy way to do this, having looked through vue-apollo and apollo-client. Less necessary now that SSL handling has been improved. Bumping to next version
