Optax 0.2.0 on PyPI

It doesn't appear as if the new release of Optax has been deployed to pypi to enable the simplest pip install route of installation.

Thanks @adam-hartshorne for pointing this out! The new release is now deployed in pypi, and pip install optax will give you the 0.2.0 version.
