Googlers: see b/199414643.

:ref: keywords get used to reference other entries, but not within the same pages. For example, see https://googleapis.dev/python/storage/latest/blobs.html#google.cloud.storage.blob.Blob.create_resumable_upload_session and https://googleapis.dev/python/storage/latest/generation_metageneration.html#using-if-generation-match.

This likely will work when intersphinx works properly.
