A way to Add/Edit/Remove Notices for players on the Github

Having a way to edit Notices would be really nice, especially for quickly removing accidental Notices that were set instead of a Note. Currently it may be possible to make edits and remove notices in game, but that requires logging onto one of the servers and may require the player in question to be in round. I am not aware of a method to delete or edit notices from Discord.
