Add SNAPSHOTS convenience var

We added SNAPSHOTS=/app/web/sites/default/files/private/backups to lagoon.yml
govCMS/govcms8-scaffold-paas#37

It ideally lives here and not upstream in amazee images as it's pretty specific to our workflow, and it's a pretty passive piece of configuration.
