Define basic rules for each object type

Currently, we have a basic rule where we allow access to the objects based on the seed file.
However, the seed file ensures that the rule is always there, so it cannot be configurable.

We need to define the default policies for an object type. The user should also be able to override if required.
Ideally, it would be something tied together with the model.
