TRCLI downloads successfully, but cannot invoke from shell #274

Current behavior

No matter what I do, I cannot get TRCLI to function in a shell. (both cmd and PowerShell). I install it successfully using pip install trcli, but it will never be recognized as a command in any shell. I also tried adding trcli as a variable in Environment Variables, pointing to various locations/scripts where it installed, but it is not working.

Desired behavior

The trcli command should be recognized as a command when the package successfully downloads.

More Details

I tried both terminals, like Windows cmd and PowerShell. I tried a new shell after download, and not just the same instance I downloaded in. Normally, adding Environment Variables when this happens fixes the problem, but it isn't working here for me.
