Possibly related, using Chrome on Windows 11 24H2 and all video playback is extremely stuttery when enabled.

Correction, after restarting my computer the video is no longer stuttering but I see no effect.

Ah sorry for so many pings, but it looks like running DebugView is what is causing the stuttering, the stuttering only happens when DebugView is running. The output of DebugView seems to be hundreds of thousands of messages, as shown above - all very similar.
