Make deck layers render underneath map labels

Summary
Right now, the colorful layers are rendered on top of everything Mapbox renders, including the map labels which makes it harder to use the map. Using @deck.gl/mapbox (and using the examples shown in the page), change the z-index of our current layers to render underneath the map labels.
