Create "Design Dictionary" to Define Terms used in Component Library

We need to create a glossary of terms that are commonly used and referenced in the component library.

• It seems this issue can be merged with Glossary of Terms for Component Library #508. @michyeh how this is different from the glossary issue? Also, our goal is not to make "too" many issues for similar tasks to keep the WIP limited. So, it would have been much better to edit the previous issue rather than create a new one.

@allthatyazz It's the same. I just started a new issue because the owner of issue 508 is no longer on the team. You can merge as you please.
