provide pangaea network access to the Tech Ambassador

Tech Ambassador are willing to be more involved in operating Pangaea. However for that, we'll need more privilege.

This issue is opened so we can discuss solution. (interim or long term)

I understand there is a solution that involves AWS, maybe devs can comment here. However, and maybe that is a quicker solution, I am thinking on building a jump developer machine (that has access to the pangaea network) where all the Ambassador public key would be added into the .ssh/authorized_key

we can start with shutting down internal nodes once people start connecting, since internal nodes are running keys that are used by pangaeans right? that would be step 1, then we can go onward from here
