(Most) crew using haiku #20

Hi Harry,
Loving nelson. I've got a change that makes most general-purpose crew and marines use haiku with instructors for agents tasking them to be extra clear with instructions. I'd just make a PR for it but I wanted to know if this should be constructed in such a way that it was an add-on instead of the hard-coded behavior. It might be that folks want a more capable model for crew.
