framer v0.1.3 — Message boundaries over stream I/O

framer is a portable message-framing layer that preserves application message boundaries over stream transports, compatible with Go's standard io and iox non-blocking interfaces.

This release raises the Go minimum to 1.26, consolidates test imports, and adds build tooling.
