We use pelias for some geo data enrichment, see hbz/lobid-organisations#419. @acka47 came up with the idea of offering this hbz-internally. Add a n internally wiki page: a bit about pelias, what data we have, what one can do.

Also, we shall inform pelias-docker maintainer about what/how we are using it, see pelias/docker#104 (comment).

Writing a wiki page makes more sense when the Umlaut encoding issue is solved.
