Falta migrar
Digesto Viejo:

  • normas.rama_vnc -> norma.rama_vigente_no_consolidada_id
  • normas.numero_anterior -> norma.numero_anterior
  • normas.tipo -> norma.tipo_ordenanza_id
  • boletinoficial -> boletin_oficial_municipal

Anexos:
los anexos son el id_album es el id de la norma.

  • anexos.nombre -> anexo.archivo
