Install 'migrate' with go.mod

I want to have the following release phase:

release: migrate -source file://migrations -database $DATABASE_URL up
web: bin/gql

how do I do that when using go modules?

With that said, given the way golang-migrate's repo / install is setup it may not be possible ATM.
