This is referencing higlass/higlass-manage#49

We should maybe implement a callback in hglib, that tells HiGlass if the view is squeezed and if so, in turn, show a button to enable view scrolling.

We could also add an extra button to activate view scrolling on ALT (i.e., by clicking on and holding the ALT key)
