There are two important elements to establish the trustworthiness of an observation:

  1. Who executed the observation (performer)
  2. Who gave the order to do the observation (basedOn -> ServiceRequest)

In order to fit the needs of the Belgian context, I propose that these fields be set to MS (must support).
