Add EVEv2 : a series of Encoder-free VLM's

Model description

Hi,

EVEv2 is an encoder-free VLM that achieves great results in its category.
It is based on Llama3 and Qwen2.
If no one is already working on this, I'd like to take this as an opportunity to get more familiar with VLM's
