It is a simple program, that allows you to client-side retexture your migrator cape. In default, the program downloads all 22 official minecraft capes for your easy usage, but you can also create your own and apply it just the same!
First, you need to make sure, you have python3 installed (try python3 --version). If you don't, download it from https://www.python.org/downloads/.
This program also needs two additional modules, that are not preinstaled. You can easilly install them using theese two commands in terminal.
python3 -m pip install pillow
python3 -m pip install requests
Then navigate to the directory you downloaded the custom-capes.py and run
python3 custom-capes.py

You must have minecraft (I know, it's pretty obvious)
You must be a migrator
Your migrator cape has to be turned on - in your skin settings and in your minecraft options (Options/Skin Customization/Cape: ON)
MultiMC 5 is supported, you just need to insert this instead of your .minecraft path:
Linux: /home/<user>/.local/share/multimc/
Windows: I have no idea, where is multimc stored 🤷♂️
