Scope:

enhance django settings mechanism to be more flexible with the configuration

Purpose:

• "Base" and "Development" settings and structure to add more settings

• optionally using sqlite3 database for Development

• management commands controlled by environment variables SERVER_ENVIRONMENT or DJANGO_CONFIGURATION
