update github workflow using ros2-ws-action

All looks good in this PR, but it would be better if you could also remove the other unused workflow.

Regarding the failed workflow run, it seems that it was caused by an unused include in this line:

kansei/src/kansei/fallen/node/fallen_node.cpp

Line 21 in 8db1f2c

#include <kansei_interfaces/msg/fallen.hpp>

Removing that should likely fix the build issue. However, you can fix this in another PR though.

The test is failing in Keisan, try to fix this first. The other tests from other packages are also failing.
