XCall and IBC permissions and decentralization

I just want to start a topic on permissions so that everyone is aware of them. And see if anyone has any input.

I think until we improve IIP52 we can assume each connection uses a separate XCall contract.
The main goal would be ideas on how we can on the long term remove Owner and limit or remove the need for admins.

1. Creating channels are currently open to anyone in IBC, do we want to limit this in XCall to only allow XCall to open a new channel?
2. Port authentication and client creation is currently also done by the IBC admin which is fine for now but would preferably be permission less to add a new IBC connection.
3. XCall channel close recovery, what if a channel is closed?
