Apple Silicon対応版をリリースする

Electron本体のArmビルド
画像変換モジュールのArm対応
- apngasmのarm版をどうするか
- libwebpのx86/arm版の切り替えをどうするか？
  - 予めlipoでユニバーサルにしておく？
ビルド後のx86/arm版のユニバーサルバイナリ化
- @electron/universalでできる
- これもlipoでくっつけるだけなのでサイズは倍になる
