I'm trying to wrap my head around how we translate this into environment + measurements that reference values can say anything about.

I don't know why measured-component is preferable to a cmw. I don't even see a signature, just signers, so you're looking instead at not a named COSE_Sign1 object, but a payload and authority description that have no provable relevance to each other.

Is the idea that the signer of the EAT has somehow been delegated the authority to speak for these signers?

Apparently, the signer field has managed to confuse more than one intelligent person :-)

Laurence has proposed some text in #6 that I have just integrated in #13.

Please, have a look at the PR and see if the additional prose clarifies your understanding of the "signer" idea.

The way to plug it into CoRIM is to add the CBOR MC to the $$measurement-values-map-extension.
