Contribute to Code or Project Branch first?

Should contributions to this repo start will pull requests to the code branch or the project branch? I assume it should probably be the code branch, but what might be the workflow for changes to the code branch propagating out to the project branch?

Just as you said, the code branch is the main branch and any change gets replicated on the project branch.

All PRs can be done against code.
