can't turn off vpn if no internet connection

"CTL-VPN": {"funct": ctl_vpn, "inet_req": True}, means even OFF will not be able to run without an internet connection. Perhaps should change to False and check for connection if is to be turned ON in function.

Note that I believe these functions are temporary and do not change local vars.
