Info panel should appear below the buttons, and not shift them

I have searched the existing issues, both open and closed, to make sure this is not a duplicate report.

The bug

Steps to reproduce: install via recommended docker compose provided files, attach some media via external library. Go to web. Click an image.

You will see something like this

Click the circled i symbol

Result: buttons will shift to the left, in their place will appear the info panel like this:

Expectations:
Info panel DOES NOT interfere with buttons, appears BELOW the buttons row, like this:

This is imho a design bug.

the problem with current behaviour is that it triggers user confusion especially when used repeatedly. this is against user friendly / usability. try to do the same in icloud web photos. you will notice apple designers took care of this issue and their info panel keeps other UI elements in place, to prevent user disturbances

Yes I know it's working as intended, that's why I explicitly wrote that IMHO this is a design bug.

This is NOT how an usable app behave.
