Описание ошибки
не понимает параметр "-nosnegopat"

Сценарий воспроизведения
добавить в параметры запуска базы в стартере -nosnegopat

Ожидаемое поведение, если бы ошибки не было
снегопат не подгружается в конфигураторе этой базы

Дополнительный контекст
функция проверки isNeedLoad находит причину выйти раньше, чем доходит очередь до параметра "-nosnegopat"
