E.g. provide a command for creating a universe definition files with all workspace projects (or all selected workspace projects).

I propose an additional operation (in form of a button) in the versioning dialog which:

is labeled 'create universe definition file from current project selection',
opens a file system dialog asking for a target file, and
creates a universe definition file of the given name containing the selected projects as entries.
