New-UDEditor with HTML format doesn't work well

Description of Issue

Using a New-UDEditor component in HTML format, the resulting HTML is severely lacking. Items like table, code, warning, link, delimiter all result in blank HTML. Others like quote and checklist end up with HTML that's referencing classes.

Also, there's no item type that will insert a
. Adding empty lines doesn't add anything to the output.
