Does this provide a mechanism for users to comment across disparate websites with a single account?

This project purports to be "a drop-in replacement for Disqus", ¹ but doesn't appear to provide what I consider to be Disqus's most unique and important value proposition: a centralised account system useable across instances (like ActivityPub-based forums provide). An example is my Disqus profile (and account).

I ask per reddit.com/r/webdev/comments/kuzth6 - I'm evidently not the sole person interested.

You're thinking of it more from the perspective of the user rather than the site owner. You might be interested in something like this: #240

@jelmer, I'm fairly apathetic toward the authentication implementation (whether OAuth2, FIDO2, RFC 6238, and/or standard username + password combinations). Rather, I'd like a profile where I can share and modify, in a unified GUI, my comments across websites, and account information.

Currently, instead, I appear to be forced to:

1. Enter credentials at each website, instead of authenticating via a 1st-party (Isso) OAuth2 implementation. Disqus provides this SSO capability, irrespective of also providing the user with the ability to tie 3rd-party OAuth2 implementations to that account, too.

2. Search for comments at their respective websites' pages. What occurs when a relevant page becomes 404 isn't evident, nor is the content discoverable regardless.

Isso is specifically designed to be decentralized rather than centralized.

I think what you're describing - a central place to track your comments - is a different project from isso. It doesn't even have to be isso-specific, i.e. you could imagine a project that tracks your comments across a variety of web sites with different commenting systems, some of which could be isso-based, some of which could be disqus-based, etc.
