This project purports to be "a drop-in replacement for Disqus", 1 but doesn't appear to provide what I consider to be Disqus's most unique and important value proposition: a centralised account system useable across instances (like ActivityPub-based forums provide). Isso is specifically designed to be decentralized rather than centralized.
I think what you're describing - a central place to track your comments - is a different project from isso. It doesn't even have to be isso-specific, i.e. you could imagine a project that tracks your comments across a variety of web sites with different commenting systems, some of which could be isso-based, some of which could be disqus-based, etc.
