Doesn't work with post-0.146.0 changes

I'm getting started with Hugo, so apologies if I've misunderstood. I'm running Hugo version 0.15.1+extended and, when I try to build a site using this theme I get:

(this repeats many, may times until it ends with maximum template call stack size exceeded in "[...path to site...]themes/hugo-theme-w3css-basic/layouts/partials/head.html")

I might be wrong, but when I went to read up about partials, I noticed a link to this page: https://gohugo.io/templates/new-templatesystem-overview/ and it seems to me that this theme hasn't been updated to take advantage of the recent changes in Hugo?
