[UBS Edit profile] UBS user can not subscribe to the telegram notifications in the case when Telegram messenger is installed on user's PC.

Preconditions

1. Move to https://www.greencity.cx.ua/#/ubs-user/profile.
2. Authorize as User.
3. Messenger Telegram must be installed on PC.

Steps to reproduce

1. Open "Дані користувача (User data)" page.
2. Click on"Редагувати дані (Edit data)'' button.'
3. Scroll down to to 'Get notification in'.
4. Switch on toggle button 'Telegram'.
5. Click "Зберегти дані (Save changes)" button.

Actual result

1. App to do not ask to subscribe at all and chat-bot openes without clicking on "Start" button.
2. After Toggle Telegram is swich on, button "Зберегти дані (Save changes)" is not clickable. Please see the video as attached.

Expected result

1. When user switch on Telegram toggle, appears message/suggestion to subscribe for notifications.
2. After user click on "START BOT" button, "UbsSenderBot" chat-bot in Telegram opens. (In fact "UbsSenderBot" chat-bot in Telegram opens immideatelly without clicking on "START BOT" button).

3. After Toggle Telegram is swich on, button "Зберегти дані (Save changes)" is clickable.
