currently persistency for the time-travel API:
https://github.com/italia/fatturapa-testsdi/blob/master/rpc/packages/fatturapa/libsdi/src/routes/web.php#L6

is implemented using a JSON file:
https://github.com/italia/fatturapa-testsdi/blob/master/database/app/lib/Base/Base.php#L9

we should support concurrent access
